CDM COORDINATOR’S ROLE
Regulation 14(1) of the Construction (Design and Management) Regulation 2007 (CDM) places a legal duty on any client of a project, which is notifiable to appoint a CDM-coordinator.
Regulation 4(1)(a) states that no person on whom these regulations place a duty shall appoint or engage a CDM-coordinator, designer, principal contractor or contractor unless he has taken reasonable steps to ensure that the person to be appointed or engaged is competent.
Therefore anyone wishing to appoint Alan Holmes as their CDM-coordinator needs to ensure competency.
I am a member of the Association of Project Safety and successfully passed the transfer exam from Planning Supervisor to CDM-coordinator, and AHBSS is a Registered Practice with APS.
The Approved Code of Practice (ACOP) refers to registration with APS as part of the proof of competency.
The competent CDM-cordinator should also have a relevant Health and Safety qualification.I have a Diploma in Construction Health and Safety Management (with distinction).
The competent CDM-coordinator should also hold a professional qualification, my professional qualification with RICS, CIOB and CIAT provide the necessary competency.
Finally the CDM-coordinator should have relevant experience.I am a practicing CDM-coordinator for organisations such as Home Housing, Nomad E5, Derwentside Homes, Cestria and Tess Valley Housing.I have been CDM-coordinator on various housing project, currently the largest being a housing development for Home in Sheffield valued at £24 million.Other projects include, the Award winning Echo Building, care homes with Metnor Property Services and Care UK and hotel projects with Aston Hotels.
